2015 Hazard Mitigation Grant Program (HMGP)
The City of Houston, in partnership with Texas Department of Emergency Management, submitted applications in December 2015 to the FEMA Hazard Mitigation Grant Program (HMGP) grant to assist qualified homeowners with the cost of mitigating flood prone properties. Homeowners had the option to choose to request funding for home elevation or demolition-reconstruction. HMGP is a state wide competitive program and funding is not guaranteed. HMGP is a separate grant opportunity from the Flood Mitigation Assistance (FMA) Grant Program which was also submitted to FEMA.

2016 Flood Mitigation Assistance (FMA) Grant
The City of Houston, in partnership with the Texas Water Development Board, submitted applications in May 2016 to FEMA for the Flood Mitigation Assistance (FMA) Grant Program. Through this grant program, FEMA provides funding to assist with the cost of elevation of flood prone homes, with highest priority to Severe Repetitive Loss properties, Repetitive Loss properties and properties damaged in the 2015 Memorial Day, 2015 Halloween or 2016 Tax Day flood events. To be eligible for inclusion in this application homeowners were required to have a current National Flood Insurance Program policy. The grant program is voluntary and not guaranteed for funding.
